Info:
The original resolution of this work was 1500x2000, the resolution of the illustrations have been shortened I would recommend that you use a large canvas for this tutorial (1024x768 or more). Because step 3 (SinCity Rain) works better on larger scale you can scale down the image later if you like.

We’ll start off with desaturateing the image (if it is colored), go to image > adjustments > levels adjust it in a way that it looks inked I used these values.



Note:
While working on large images you might not get a good result by just adjusting the levels. To fix that, use the cutout filter. Go to filter > artistic > cutout keep the number of levels as 2 or 3 and play with edge simplicity and edge fidelity until you get a good result.
These are the values I used.

Next, we give a weapon to the character
I chose a gun but you can work with knives, daggers or crowbars … whatever suits you


Use the same principle for the weapon as you did for the main image, afterward combine the weapon with your main image with a linear burn.

Now comes the tricky part: SinCity Rain
Create a new layer … name it rain1 put it above the weapon layer. Go to edit > fill and use 50% grey.
Now go to filter > noise > add noise amount 400%
Distribution: Gaussian
Check the monochromic option

Go to Filter> blur > motion blur
Keep the angle as 90 degrees and distance as 999 pixels
Note:
If you‘re using a large canvas you should use the motion blur again and again (Ctrl+f) until you get straight lines
Once you get the straight lines go to edit > transform > skew and tilt the upper right and lower left corner as shown …

Change the layer property to vivid light and go to image > adjustment > levels adjust the levels in away that you get something like the image to the left.

Repeat what you did for rain1 layer except skew this layer a little less.

Create a new layer, use the brush tool and paint the background as black, name this layer as black as you can see this will hide the dud’s hair

To unhide the hair at the back create a layer mask over the black layer and add a gradient to get the results as shown.
